The Recorder receives and preserves documents affecting real estate in Fulton County. The same county office also performs Prothonotary, Register of Wills and Clerk of Courts responsibilities, but each record category serves a different purpose.
Recorder of Deeds
Recorded deeds, mortgages, easements, rights-of-way, assignments, mortgage satisfactions, land-sale agreements and other eligible instruments.
Assessment / Tax Mapping
Property parcel identifiers, tax maps, assessment data and certification of UPI numbers used in recording.
Register of Wills / Courts
Estate and probate matters, court filings and other judicial records. A recorded deed is not the same as an estate file or complete title history.
How to Search Fulton County Pennsylvania Deeds Online
Fulton County’s official Online Land Records page directs users to Infocon County Access. Unlike some counties, online deed access is not described as completely free: the county states that setup and ongoing usage fees apply.
Open the County’s Online Land Records Page
Start with Fulton County Online Land Records. It separates deed research from free online tax maps.
Choose Deeds / Infocon
Follow the county’s link to Infocon County Access. Review account requirements and current charges before creating an account or purchasing access.
Select Fulton County, Pennsylvania
Use Fulton County’s record-search selection within the provider system. Make sure you are not in another Pennsylvania county with a similar property-owner name.
Search the Grantor or Grantee
Start with the current owner’s surname or the seller/buyer named in a previous deed. Try former owner names, business entities and spelling variants if the first search does not produce a match.
Confirm the Instrument
Compare recording date, parties, document type, legal description, parcel identifier and document/book reference. Where available, inspect the recorded image rather than relying on the index entry alone.
Get Help With Older or Unclear Records
If online results are incomplete, contact the Recorder at 717-485-4212. Ask what identifying information is needed to locate an older deed or order a certified copy.
How to Search When You Only Know the Property Address
Recorder indexes usually work better with an owner name or recording reference. If you have only a road address or location, Fulton County’s Assessment and GIS resources can provide parcel clues.
Open the Official Land Records Page
Choose Online Land Records. The county provides no-charge GIS tax-map access, separate from fee-based deed research.
Locate the Parcel on the GIS Map
Use the map tools to identify the property’s township or borough, parcel outline and tax-map identifier. The exact search controls may differ as the county updates its GIS interface.
Confirm the Owner or Parcel Information
Review available assessment information or contact the Assessment Office when the owner or UPI is unclear.
Return to Infocon for the Actual Deed
Search the correct owner or transfer names. Check the deed’s legal description and UPI against the property you identified; matching an address alone is not sufficient evidence of title.
Fulton County Uniform Parcel Identifier (UPI): What Must Be Done Before Recording?
Fulton County adopted its UPI ordinance in 2013. Beginning June 1, 2013, covered instruments affecting real estate must contain or carry the required UPI certification before the Recorder accepts them.
UPI Certification Checklist
- Find the correct parcel identifier through the county Assessment / Tax Mapping Office.
- Include all affected parcel numbers in the recording instrument as required.
- Leave at least two inches at the top of the first page for UPI certification.
- Have the county’s designated permanent depository certify the applicable UPI information.
- Submit the certified instrument to the Recorder with the correct fee.
Why This Rule Matters
The ordinance covers conveyances, mortgages and other real-estate instruments within its scope. Missing identifiers or incorrect parcel references may prevent recording.
The ordinance also makes the submitting party responsible for the correctness of parcel identifiers. The county’s certification does not replace verification of the legal description or ownership.
How to Record a Deed in Fulton County Pennsylvania
Recording gives notice of the instrument in the public records. It does not determine whether your chosen deed form is appropriate. For a new conveyance, estate transfer, trust, divorce, easement or ownership dispute, have the document reviewed by a Pennsylvania attorney or title professional.
Prepare the Correct Document
Check grantor and grantee names, legal description, parcel identifiers, execution, acknowledgment and any required return information. Avoid drafting legal ownership language based only on an online sample.
Obtain UPI Certification
For documents covered by the county ordinance, coordinate with Tax Mapping/Assessment so the UPI is certified before the Recorder receives the document.
Review Realty Transfer Tax
Determine whether the conveyance is subject to Pennsylvania Realty Transfer Tax or qualifies for an exemption. Include the proper Statement of Value where required. A low sale price or family relationship does not automatically guarantee exemption.
Calculate Recording Costs
Use the current county fee sheet, effective November 14, 2025. Count additional pages after four, names after four, UPI certifications, extra parcels and applicable supporting-document fees.
Include Return Mailing Materials
The county requires a self-addressed stamped envelope with recordings for return mailing. Confirm accepted payment types before mailing or visiting.
Verify Acceptance
After recording, retain the instrument details and confirm the record can be found. When recording affects a loan, ownership or tax account, confirm with the relevant lender, title professional or Assessment Office as well.

Fulton County Deed Recording Fee Estimator
Estimate a standard Fulton County PA deed or mortgage recording. The calculation uses one included UPI certification and the current published additional-charge schedule; it does not calculate transfer tax.
The estimate excludes Realty Transfer Tax, special filing charges, payment processing, certified copies and return postage. Verify the exact amount with the Recorder.
Fulton County Recording Issues Worth Checking Before You Submit
Incorrect UPI or Missing Certification
A parcel number entered by the submitting party must be correct. The ordinance requires certification for covered instruments, and the first-page space requirement matters.
Missing Return Envelope
The published fee sheet specifically asks recording customers to provide a self-addressed stamped envelope for returning documents.
Mortgage Satisfaction Paperwork
The office asks for the original mortgage or first two pages, or the additional certified-copy fee stated in its fee schedule.
Blanket Assignments
Fulton County’s fee schedule explicitly says blanket assignments are not accepted. Discuss alternative preparation with your attorney or recording professional.
Plat Approval Deadline
The county’s plat-file fee instructions say qualifying drafts must be recorded within 90 days of township approval, with the approved original and a copy submitted.
Online Records Are Not Automatically Free
Infocon access has setup and usage charges. Use free tax maps to narrow property clues before paying for deed research.
