How to Search Rock Island County Property by Address

If you know the address of a home in Rock Island, Moline, East Moline, Silvis, Milan or another county community, begin with the county’s assessment database.

The online assessment search provides property information used for tax administration, including parcel numbers and available ownership details.

1 Find parcel Address or PIN
2 Confirm owner Assessment record
3 Search deed Recorder index

Use the official Assessment Search

  1. Open the Rock Island County Assessment Search.
  2. Read and accept its public-information disclaimer.
  3. Search by the available address, owner or PIN fields.
  4. Confirm the property’s location and parcel number.
  5. Note the listed owner or relevant transaction information.
  6. Return to Tapestry or Laredo to locate recorded documents.
Open County Assessment Search
After opening: accept the disclaimer, search the parcel, and save its 10-digit PIN and any owner information needed for Recorder research.

Use the GIS parcel map

The county also provides an ArcGIS parcel viewer to help locate land and check mapped parcel boundaries.

GIS data is for reference and is not a boundary survey or legal determination of ownership.

Open Rock Island County GIS Map
After opening: use the map’s search tool to locate the property, inspect the parcel details and compare the results with the Assessment Office records.
Important local distinction

A property can have a mailing address in one community while being located in a different township or taxing district.

Use the actual Rock Island County parcel and legal description rather than assuming the municipality from the mailing address.

Land records explained

What Documents Does the Rock Island County Recorder Maintain?

The Recorder maintains legal instruments affecting real property and certain other records authorized by Illinois law.

Deeds: recorded transfers or evidence of interests in land.

Mortgages: security documents connected to real-estate financing.

Releases and satisfactions: documents releasing previously recorded claims or interests.

Liens: certain legal claims affecting real property.

Easements: recorded access, utility or other use rights.

Recording a deed requires more than submitting a signed piece of paper.

The instrument must meet Illinois law, Rock Island County recording standards and any applicable transfer-tax requirements.

  1. Prepare the correct deed.

Confirm the type of deed and the parties to the transaction.

  2. Verify the legal description and PIN.

The county requires the 10-digit parcel identification number on documents containing or referring to a legal description.

  3. Check signatures and notarization.

Make sure the document is properly executed and acknowledged where required.

  4. Include first-page recording information.

Add the document title, preparer’s name and address, and return-to information.

  5. Complete property-transfer requirements.

Include PTAX-203 or the appropriate exemption notation as required by Illinois law.

  6. Calculate recording and tax charges.

Check whether the document is conforming, nonconforming or eligible for a special recording category.

  7. Submit the document.

File through the Recorder’s accepted in-person or electronic recording process.

  8. Save the recording reference.

Keep the instrument number and a copy for future property research.

Grantee’s Address: mailing address of the person receiving the property interest.

Mail Tax Bill To: address for future property-tax correspondence.

The first page must provide a blank 3-by-5-inch area in the upper-right corner for recording information.

Do not staple or tape attachments to the document. Use the required margins and keep the text readable.

Review Recording Document Standards
After opening: review the standardization requirements and confirm that the deed includes all locally required information before paying the recording fee.
Legal caution

The Recorder does not choose the correct deed for your ownership situation or provide a title opinion.

For inheritance, trusts, divorce, joint ownership or transfer-on-death planning, consult an Illinois attorney or title professional.

Published county charges

Rock Island County Recorder Fees in 2026

The county’s current published schedule is effective February 1, 2025, under Rock Island County Board Ordinance 2024-11-A.

Unlike many counties, Rock Island generally charges a flat recording price instead of a different price for every extra page.

Conforming standard document $83.00

No page-count charge under the listed category.

Nonconforming document $104.00

Listed total for the nonconforming category.

Qualifying RHSP-exempt document $64.00

Only for qualifying document categories.

Uniform Commercial Code filing $48.50

Published UCC recording category.

Subdivision plat $99.50

Separate submission requirements apply.

Condominium plat $60.00

Separate from a condominium declaration.

Why might a deed be charged $104?

Nonconforming documents include those that fail the county’s standard recording requirements.

The county also identifies documents with more than five references, PINs or legal descriptions as nonconforming.

The published $104 amount is the nonconforming recording category, not an additional $104 on top of the $83 standard fee.

RHSP exemption is not the same as transfer-tax exemption.

The county’s $64 RHSP-exempt recording category applies to specified types of documents.

Do not assume that a deed exempt from real estate transfer tax also qualifies for the lower RHSP recording charge.

Card payment charges

The Recorder accepts cash, checks and credit cards for recordings.

Credit and debit payments are processed through AllPaid, with a published minimum processing charge of $3.99 per transaction.

Special documents

Mechanic’s lien: $83.

Release of mechanic’s lien: $83.

Lis pendens notice: $83.

Release of state tax lien: $64.

Memorandum of judgment: $64.

Military discharge recording: no fee.

After opening: identify the correct document category. Check conforming-document rules and whether any additional transfer-tax or special filing charges apply.

Property transfer requirements

Illinois PTAX-203 and Rock Island County Real Estate Transfer Tax

A taxable real estate transfer may require state, county and sometimes municipal transfer-tax payments.

Illinois also requires a Real Estate Transfer Declaration for many deed transactions.

What is Form PTAX-203?

PTAX-203 is the Illinois Real Estate Transfer Declaration. It reports information about the property, the parties and the transfer.

In many transactions, it must accompany the deed. Certain legally exempt transfers may instead use the permitted exemption notation.

Open County PTAX-203 Form (PDF)
After opening: review the buyer and seller information, property PIN, consideration, declaration details, exemption fields and signature requirements.

How much is Illinois transfer tax?

The Illinois state real estate transfer tax is $0.50 per $500, or fraction thereof, of taxable value.

Illinois law also permits qualifying county real estate transfer taxes of $0.25 per $500. Additional municipal charges can apply depending on the property location.

Confirm the actual Rock Island County and municipal tax-stamp total before submitting the deed.

Illustrative state-tax calculation
Taxable transfer value $200,000
State rate $0.50 per $500
Illustrative Illinois state tax $200

The illustration excludes county and municipal taxes and assumes the full $200,000 is taxable under Illinois law.

Exempt transfers need proper documentation.

Family transfers, estate transactions, trust changes and transfers with little or no consideration can have different tax treatment.

A deed showing $1 consideration is not automatically exempt from Illinois real estate transfer tax.

After opening: review transfer-tax exemptions and PTAX-203 instructions. Verify the current rate for the location and transaction before calculating the payment.

Common problems

How to Avoid Rock Island County Recorder Search and Filing Mistakes

You only know the property address.

Use Assessment Search to identify the parcel and owner before looking for recorded deeds.

The name search is too broad.

Try additional name details, a narrower date range or a known instrument reference.

You are using an outdated office address.

The current Recorder page identifies 1504 Third Avenue, second floor, not the older 15th Street courthouse location.

Your document has no PIN.

Check the county’s 10-digit parcel identification requirement for documents containing or referring to a legal description.

Your document has more than five references.

The county’s nonconforming fee category can apply to documents with more than five references, PINs or legal descriptions.

You are calculating fees per page.

Ordinary conforming documents use the county’s published $83 flat recording category.

You need an official certified copy.

Check the Recorder’s $49 certified-copy charge rather than assuming ordinary per-page photocopy pricing.

You are confusing court records with land records.

The Circuit Clerk’s court-case search is separate from the Recorder’s deed and mortgage index.
