Quick Answer

Who Handles Deeds and Property Records in Ocean County?

The Ocean County Clerk records legal instruments affecting real estate. The county’s online search gives public access to recorded-document indexes and available images, while municipal tax assessors and collectors handle a different part of the property-information process.

County Clerk

Deeds, mortgages, releases, liens, recorded maps, document images, certified copies and recording requirements.

Municipal Tax Assessor

Property assessments, tax-classification information, lot and block identifiers, and municipal assessment records.

Municipal Tax Collector

Local property-tax bills, payments, balances and tax-account questions.

Important: A deed record may document a transfer, but it does not establish that title is free from claims or that every mortgage has been released. Legal title questions require a qualified New Jersey attorney or title professional.
Search Troubleshooting

What if an Ocean County Deed Search Finds No Records?

Problem Likely Explanation Next Action

Mortgage appears unpaid A separate discharge, cancellation or assignment may exist Search later recorded documents and verify with a title professional.
Older deed is missing Electronic indexing or image coverage limitations Contact the Clerk with the party names and approximate recording year.

Ocean County Special Service

Can You Drop Off Deeds After Business Hours?

Yes. Ocean County Clerk advertises a 24-hour Doc-Drop Box in front of the Ocean County Courthouse, curbside on Washington Street. It is available seven days a week for real-estate ownership and transfer documents.

How to Use the Drop Box

  1. Complete the recording document and required cover sheet.
  2. Include all necessary supporting forms and payment.
  3. Place the documents inside a sealed envelope.
  4. Deposit the envelope in the designated courthouse Doc-Drop Box.
  5. Retain your own copies and document details.

When Will the Document Be Processed?

The Clerk states that documents deposited in the box are processed on the next regular business day.

This is a processing policy, not a guarantee that an incomplete submission will be recorded. Missing fees or required forms may result in additional handling or rejection.

Weekend example: If a completed deed package is deposited on Saturday, the county’s next-business-day policy ordinarily points to Monday processing, assuming Monday is not a county holiday.
Recording Workflow

How to Record a Deed in Ocean County, New Jersey

Ocean County uses its own recording document cover sheet, New Jersey Realty Transfer Fee procedures and document-indexing requirements. A legally prepared deed should be checked against these requirements before submission.

1

Prepare the Deed Correctly

Verify the grantor, grantee, property legal description, municipality, tax block and lot, consideration, signatures, acknowledgment and prepared-by information.

For trusts, estates, divorce, inherited property or corrective deeds, use an appropriate New Jersey attorney or title professional.

2

Complete the Ocean County Recording Cover Sheet

The official cover sheet includes fields for document date, document type, first and second parties, additional parties and return address.

For deeds specifically, it requests the municipality, block, lot, consideration and mailing address of the grantee.

Do not detach the cover sheet from the original document after submission; the county identifies it as part of the permanent record.

3

Check New Jersey Seller and Transfer-Tax Forms

Determine which applicable GIT/REP seller-residency document and Realty Transfer Fee affidavit is required.

New Jersey requires Form RTF-1 for certain full or partial Realty Transfer Fee exemptions. Transfers above $1 million and certain commercial property transactions can require RTF-1EE treatment.

4

Calculate Recording Fees Separately From Taxes

Use the current Ocean County recording fee schedule to calculate page, indexing and other charges. Then calculate the applicable New Jersey Realty Transfer Fee or graduated fee separately.

Do not assume the $45 deed first-page charge is the entire cost of transferring property.

5

Check Payment Requirements

Ocean County accepts cash, qualifying personal/business checks and money orders. Its published policy requires certified or bank checks for checks exceeding $10,000 in the aggregate and restricts third-party checks and checks more than 60 days old.

Verify the current payee and total payment with the Recording Department before mailing a large transaction.

6

Submit the Complete Package

Use the appropriate in-person, mail, document drop-box or approved electronic-recording channel.

After processing, confirm the recorded document through the Official Records Public Search and retain the instrument number or book/page reference.

Legal caution: The County Clerk records documents that qualify for recording. Acceptance does not guarantee that a deed transfers the intended ownership interest, resolves existing liens or corrects title defects.

Ocean County Recording Fee Estimator

This calculator estimates selected county recording charges for common deed and mortgage documents. It excludes Realty Transfer Fee, graduated percent fee, special statutory charges, e-recording provider fees and form-specific charges.

First Page $45.00
Additional Charges $10.00
Estimated Recording Total $55.00

The estimate counts $10 per additional page and $6 for each indexed name over five. The total is not a quote from the Clerk and excludes tax, additional mortgage-reference fees and other document-specific charges.

New Jersey Transfer Costs

Recording Fees vs. New Jersey Realty Transfer Fee

The deed recording fee and the New Jersey Realty Transfer Fee are different charges. The state imposes an RTF on many real-property transfers unless a qualifying exemption applies.

County Recording Fee

Based on the recorded instrument, page count, indexing and applicable county charges.

State Realty Transfer Fee

Generally based on consideration or the applicable statutory valuation method, with different rates and possible exemptions.

Graduated Percent Fee

New Jersey applies additional graduated rates to certain transfers above $1 million. The seller is generally responsible under current state rules.

2026 rule worth checking: New Jersey’s state guidance explains that the Graduated Percent Fee for applicable transfers exceeding $1 million uses tiers of 1%, 2%, 2.5%, 3% and 3.5%, depending on total consideration. This is not a simple flat 1% fee for every high-value transaction. Exemptions and property classification matter.

Property Fraud Prevention

Ocean County Property Alert Service

Ocean County’s Property Alert Service monitors newly recorded activity using either a party name or a property’s legal-description identifiers: municipality, block and lot.

1

Choose What to Monitor

Register the relevant individual or business name, or use the property’s municipality, block and lot information.

2

Receive Matching Recording Alerts

The service sends email alerts when newly filed documents match the information registered by the subscriber.

3

Investigate Unexpected Activity

If an alert identifies a document you do not recognize, locate the recording, contact the County Clerk and seek legal assistance if the matter is suspicious.

Benefit: Searching by both name and lot/block can be useful when the property’s recorded-party name changes. The alert is a notification service, not a system that prevents document recording.
